1-In the framework of the Mediterranean Water and Environment Support project, a regional training on Water Accounting that took place online from 12 to 26 October. About 50 representatives from Morocco, Algeria, Tunisia, Egypt, Lebanon, Jordan, Israel and Palestine took part in the training. The implementation of the UN System for Environmental Economic Accounting for Water (SEEA-W) was introduced with case studies on its implementation, indicators development (e.g. SDG reporting) and its benefits for European Environment Agency. To become operational, it requires a interinstitutional team and the support of IT tools such as a National Water Information System, enabling yearly computation of these accounts, derived indicators (e.g. water exploitation index, water reuse, pricing and cost recovery) and cross-sectoral assessment (e.g. water, energy, agriculture, ecosystems). The Mediterranean Water Knowledge Platform could play a signficant role to foster such developments among UfM countries. A recent report of the European Courts of Auditors highlighted the usefulness of Environmental-Economic Accounting for policymakers and the urgent need improve them. To this end the European Commission will propose a European directive on ecosystem accounting. The technical coordination of the training was ensured by Eric MINO, UT-SEMIDE director. IN BRIEF (Full news)
================================================
2- Great success of the 18th "Europe-INBO 2020" International Conference for the Implementation of the European Water Directives that took place, for the first time completely online, on 9 and 10 November 2020. The sessions were particularly well attended despite these special circumstances, and INBO was pleased to have registered more than 306 registrations from 47 countries. Four interactive workshops were orgnanised: new CAP: an opportunity for water policies? The European partnership "Water4all"; The City-basin Dialogue; How water digital innovations can benefit to River Basin Organisations? All sessions materials are available on INBO website.
3- The partnership between the Food and Agriculture Organization of the United Nations (FAO) and the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM) has generated advanced knowledge and expertise in support of achieving food security, sustainable agriculture, and rural development in the Mediterranean. Driven by these shared goals, FAO and CIHEAM have jointly contributed to policy dialogue, the implementation of programs and projects, awareness-raising, and the capacity development of different actors in the region. FAO- CIHEAM collaboration has helped to build important knowledge resources and technical networks, strengthen the focus on gender and youth in agriculture, and promote the sustainable development of rural and coastal areas and sustainable fisheries. In October 2015, both organizations signed a Memorandum of Understanding (MoU) reinforcing their partnership. Under the framework of the partnership agreement, FAO and CIHEAM committed to developing a common strategic cooperation agenda to support agriculture, food, and sustainable rural development in the Mediterranean. In June 2019, based on the success of this collaboration the MoU was renewed for another four years. In 2020 they publish a brochure that presents the highlights and successes of the partnership between FAO and CIHEAM. Read more about this partnership "Advancing sustainable rural development in the Mediterranean". Further information on EMWIS website.
4- Examining the
interlinkages between energy, water, land and ecosystem resources, a
new transboundary “nexus” assessment identifies integrated solutions to
render resource management more sustainable in the North Western Sahara
Aquifer System. Shared by Algeria, Libya and Tunisia, the North Western
Sahara Aquifer System (NWSAS) is North Africa’s largest groundwater
reserve, supporting the lives and livelihoods of 4.8 million
inhabitants. A vital water resource extending over 1 million square
kilometres in a highly arid environment, the aquifer system is
naturally vulnerable due its low natural recharge. Pressures on water
have been increasing over the past three decades with the rise of new
industrial agriculture, with water abstraction currently standing at 3
times the aquifer’s natural recharge rate (1 billion cubic meters per
year). This results in pressures on water and soil quality, leading to
a vicious cycle of reduced agricultural productivity and increased
energy demand for pumping from deep wells. Fragile ecosystems, such as
wetlands, are consequently under threat and local populations are
exposed to significant vulnerability. The report ‘Reconciling resource
uses: Assessment of the water-food-energy-ecosystems nexus in the North
Western Sahara Aquifer System’, underlines the urgency of taking action
across borders and sectors to address the threats leading to the
degradation of the aquifer system. Further information on EMWIS

5- MEDRC -Middle East Desalination Research Center- has announced the recipient of a $90,000 grant under its USAID backed pathway research grants in desalination. Planet, an Italian startup, has secured the funding to develop their Mangrove Still – a bio inspired, modular, low-cost easy to use solar desalination system. The current version of the Mangrove Still is one of the solution demonstrated within the HYDROUSA project for developing circular economy. The funds are part of MEDRC’s 5-year strategic program launched in 2017 with a goal of driving innovation in small-scale desalination. The project goal is to double the Mangrove Still’s current daily fresh water output of 3.9 litres per day. Planet will combine the grant with $90,000 in matching funds bringing the total project investment to $180,000. Planet Co-Founder and Principal Investigator Alessandro Villa said, “This funding will enable us to thoroughly test new materials and processes in a scientific environment allowing our team to work on increasing the efficiency and effectiveness of our solar desalination system”. The technology has the potential to offer a financially viable and sustainable long-term solution to Oman’s farmers where water and soil quality is at risk from saline water intrusion. The Mangrove Still desalination system could become a low-cost substitute to energy intensive reverse osmosis desalination units. The technology could also be useful on a broader scale for governmental land regeneration or reforestation projects. Further information on EMWIS website
6- The FAO Land and Water Division is proud to present the new website of the project "Knowing water better: Towards fairer and more sustainable access to natural resources - KnoWat" which is available in English and French. This website provides a complete set of in-depth information on the project’s approaches, methodologies and activities in the countries and at global level, and a series of advocacy materials about the concept of water tenure (defined as the relationships, whether legally or customarily defined, between people, as individuals or groups, with respect to water resources). The KnoWat project aims at strengthening water governance processes through capacity building in cutting-edge water accounting methods using remote sensing backed by FAO’s WaPOR portal. An innovative approach for the assessment of water tenure will be also developed to help securing access to water for the rural poor and for food security, as well as improving resilience to climate change. The project is supported by the German Ministry for Food and Agriculture (BMEL). 9- Achieving food security in the future while using water resources in a sustainable manner is a major challenge for current and future generations. Agriculture is a key water user. A careful monitoring of water productivity in agriculture and exploring opportunities to increase it are required. Improving water productivity often represents the most important avenue to cope with increased water demand in agriculture. Systematic monitoring of water productivity through the use of Remote Sensing techniques can help to identify water productivity gaps and evaluate appropriate solutions to close these gaps. The FAO portal to monitor Water Productivity through Open access of Remotely sensed derived data (WaPOR) provides access to 11 years of continued observations over Africa and the Near East. It gives open access to various spatial data layers related to land and water use for agricultural production and allows for direct data queries, time series analyses, area statistics and data download of key variables to estimate water and land productivity gaps in irrigated and rain fed agriculture. The different data components of WaPOR Version 2 are provied at the 250m (Level 1), 100m (Level 2) and 30m (Level 3) resolution. Further information on EMWIS website

25- On November 5th, 2020 in Tunis, The French Development Agency (AFD) and the Sahara and Sahel Observatory (OSS) pledged to reduce water stress in North Africa through a regional initiative called “Water stress and climate change in North Africa”. For several years now, the region has been helplessly suffering from the ravages of climate change. As a result of this recurrent violence against the environment, North Africa is currently experiencing an average temperature increase that is 20% higher than the global average. According to the Mediterranean Expert Network on Climate and Environmental Change (MedeCC), if no further action is taken, the temperature will rise to +2.2°C by 2040 and up to +3.8°C in some countries by 2100. This would be catastrophic for the sub-region. To avoid reaching this extreme, AFD and OSS plan to promote public policy dialogue in the sub-region (Algeria, Egypt, Libya, Morocco and Tunisia) for a period of 18 months through the “Water Stress and Climate Change in North Africa” initiative. “In this context, it seems particularly appropriate to reflect on the potential contribution of non-conventional water resources (in particular the reuse of treated wastewater for agriculture, desalination or demineralization of water and transboundary fossil water) and to describe the conditions and associated best practices, as well as possible and particularly environmental risks”, said AFD. 26- The Governmental Authority for Water and Sewerage organize the "Israeli International E-Water Forum for Regulators" – an initiative of MASHAV, the Israeli Ministry of Foreign Affairs and the Israeli Water Authority. The main idea is to exploit the benefits of the challenging times the whole world is facing during this year to cope with the COVID19 Pandemic, and break the social distancing barriers by meeting and discussing in virtual space. The E-Water Forum for Regulators aims to foster cooperation among water regulators from around the world, and to share best practices with regulators facing common challenges in managing sustainable water sectors in changing environments. The challenges we are facing call for collaborative thinking, and raise the need for greater knowledge of what is happening all over the globe. For best planning of the E-Forum meetings we call you to express your interest in the various fields of the water sector – those you would like to share and those you wish to hear about. We encourage both successes and failure – experience is experience! We believe your contribution to this initiative could be most valuable and hope you may consider taking part as an active participant in this E-Forum that is expected to hold regular sessions every few weeks.
