Turkey’s water policy. National frameworks and international cooperation
A new book: “Turkey’s water policy. National frameworks and international
cooperation” has just been edited by
Aysgül Kibaroglu, Waltina Scheumann, and Annika Kramer.
The book
is a unique undertaking that brings together Turkish and international authors –
practitioners and academics – covering all aspects of water management. To
understand Turkey’s position to international water law, the national policies
and socio-economic circumstances that impact water resources management need to
be considered. This book fills the existing knowledge gap through a broad
perspective and policy analysis – a collection of about twenty chapters analyse
the current state of Turkey’s water policy and management of national and
transboundary waters alike.
Turkey’s current national water regime, which emphasises water resources development and management for productive uses, faces growing environmental and social concerns as well as international criticism regarding transboundary water cooperation. Furthermore, EU accession requires Turkey to adopt an extensive and ambitious body of EU water law. Part I of the book focusses on national water related policies, including developments in the energy and agricultural sector. It discusses, among other themes, to what extent environmental and social aspects and EU requirements are reflected in the on-going water policy reforms. Part II of the book analyses Turkey’s position toward international water law, including an assessment of the stage of cooperation on all transboundary rivers (i.e. Euphrates-Tigris, Orontes, Coruh, Maritsa, Kura-Aras). Part II concludes with recommendations for enhancing cooperation on Turkey’s transboundary rivers.
