Forum of Oujda: Decentralised solidarity mechanisms for water and sanitation in the Mediterranean; «Which decentralised solidarity mechanisms and regional cooperation are needed to make the Right to Water and Sanitation a reality in the Mediterranean?»
The Global Water Solidarity Secretariat, together with the Regional Council of the Orient, have the honour to invite you to participate in an international forum taking place on October 9th and 10th 2012 in Oujda, in the Oriental Region of the Kingdom of Morocco. Debates and presentations will be held in order to answer the question «Which decentralised solidarity mechanisms and regional cooperation are needed to make the Right to Water and Sanitation a reality in the Mediterranean?»
This convention will address local and Mediterranean experts, administrators, elected representatives and decision-makers for water and territorial development, as well as representatives of international cooperation activities. Its objective is to mobilise Mediterranean water and sanitation actors to create such mechanisms throughout the Mediterranean region, as well as to encourage real complementarity amongst them. The official languages of the forum will be French and Arabic.
Forum registration is free, and lunches of the first and the second day, as well as dinner of the first day, will be complimentary. Transport charges and accommodation will be covered by participants.

Objectifs et cibles
Les Objectifs du Forum d’Oujda :
Cette manifestation gratuite s’adresse aux experts, gestionnaires, élus et décideurs locaux et Méditerranéen de l’eau, de l’aménagement du territoire et de la coopération internationale.
Objectifs politiques :
• Mobiliser les acteurs Méditerranéens de l’eau et de l’assainissement pour la création de tels mécanismes sur le pourtour Méditerranéen et leur mise en complémentarité.
• Donner aux pouvoirs locaux méditerranéens, dans le cadre de la création de ces dispositifs, la possibilité de concevoir un budget de coopération décentralisée dans le domaine de l’eau et de l’assainissement.
Objectifs de communication :
• Présenter l’état des lieux mondial des Mécanismes de Solidarité Décentralisés de type 1% eau et assainissement avec le témoignage d’acteurs et de structures qui vont décrire les différents types de mécanismes créés au niveau de plusieurs pays et continents ainsi que leur application concrète sur le terrain.
• Informer les experts, les organisations, les élus et la société civile méditerranéens en charge de la gestion directe ou déléguée de l’eau potable et de l’assainissement, sur les possibilités des mécanismes décentralisés de solidarité dans le domaine de l’accès à l’eau et à l’assainissement.
Cibles de la manifestation
Ce séminaire vise plus spécifiquement les élus, les professionnels et experts du secteur de l’eau, de l’aménagement du territoire et de la solidarité internationale, qu’ils appartiennent aux gouvernements, collectivités, ministères, ONG, organismes internationaux spécialisés, associations, ou groupes de recherche et de réflexion. En particulière la manifestation cible d’avoir:
- Une intention claire d’adoption de lois nationales validant des dispositifs décentralisés de coopération de type 1% de l’eau et de l’assainissement;
- Au moins deux intentions/promesses signées de coopération décentralisées.

GWS en collaboration avec La Région de l’Oriental au Royaume du Maroc, OSS, IME, WSA and SEE et le soutien de la Ministère français des affaires étrangères, la Délégation pour l’action extérieure des collectivités territoriales (DAECT) et la Direction du Développement et de la Coopération Suisse organisent un forum concernant la question « Quels Mécanismes Solidaires Décentralisés et coopérations méditerranéennes mettre en œuvre pour aider à faire du Droit à l’Eau et à l’Assainissement une réalité en Méditerranée ? ».
Ce forum se déroulera le 9 et 10 Octobre 2012 à Oujda, Maroc.
Objectif : la mobilisation des acteurs de l’eau et l’assainissement de la Méditerranée pour le développement et la création de Mécanismes de Solidarités Décentralisés au niveau local, régional et/ou national.
Des experts des pays du nord et du sud de la Méditerranée vont participer et partager leurs expériences, analyses et idées.
