Legal Instrument for SEIS (Shared Environmental Information System): Proposal
The simplification objectives cover:
- modernising and streamlining environmental reporting, to facilitate data availability in line with the principle that information should be managed as close as possible to its source and should be collected once and broadly shared;
- timely availability of information, in particular by simplifying the current approach on reporting periods;
- repealing or streamlining obsolete or overlapping reporting, based on a screening of legislation. Many streamlining actions on reporting are being implemented or are planned under specific areas of environmental legislation in the Water, Air Quality, Waste, industrial emissions and climate change reporting and other policy domains.
The Shared Environmental Information System (SEIS) is a collaborative initiative of the European Commission and the European Environment Agency (EEA) to establish together with the Member States an integrated and shared EU-wide environmental information system.
This system would tie in all existing data gathering and information flows related to EU environmental policies and legislation better. It will be based on technologies such as the internet and satellite systems, thus making environmental information more readily available and easier to understand to policy makers and the public.
