1- Following the endorsement of the Water Strategy in the Western Mediterranean (WSWM) in Algiers on 31 March 2015, the water group of the 5+5 dialogue has been actively working on the preparation of an action plan and related projects. The second technical meeting was held in Valencia on 24 and 25 February 2016. A 1st draft action plan together with a dissemination roadmap as well as rules of the procedures for the organisation of and operation of the water group. The meeting was attended by 9 of the 10 Western Mediterranean countries (Libya was excused), the UfM secretariat, the European Commission as well as official observer members and financial institutions. This group is seen as a forerunner that could serve as a laboratory for the UfM Water Expert Group (relaunched last December in Luxembourg). Indeed discussions and decision making are much easier with a smaller group. It was agreed that the draft action plan will be reviewed to integrate the mapping of 5+5 water priorities with the priorities set-up in the draft Mediterranean Strategy for Water, while keeping the specificity of the sub-Mediterranean region. On the other hand, the analysis of projects proposed so far highlighted the need for clustering them mainly to bring a regional dimension to local projects representing 2/3 of the overall number. The 5+5 water process will expose its results at the MedCop 22 foreseen this summer in Tangiers (Morocco). Further information on EMWIS website

2- More than nuclear weapons or a global disease pandemic, impairments to water supplies and punishing cycles of flood, drought, and water pollution are now viewed by heads of state, nonprofit leaders, and chief executives as the most serious threat to business and society. For the first time, water crises took the top spot in the World Economic Forum’s 10th global risk report, an annual survey of nearly 900 leaders in politics, business, and civic life about the world’s most critical issues. Water ranked eighth for likelihood and first for impact. It was one of four risks — along with interstate conflict, the failure to adapt to climate change, and chronic unemployment — that were deemed highly likely and highly devastating. 3- The Mediterranean Sea will suffer “burnout” according to a recent WWF report. In November 2015, WWF highlighted that the French Mediterranean sea sub-region was facing an unprecedented pressure due to economic development activities such as maritime transport, tourism, aquaculture, exploration or exploitation of hydrocarbons ... . Today, MedTrends report provides a more complete picture of the Mediterranean region with a researchcovering the territorial waters of 8 European countries (Spain, France, Italy, Greece, Malta, Cyprus, Croatia and Slovenia) with forecasts over the next 15-20 years. The report reveals in particular a unique mapping of all areas open for exploration of hydrocarbons. Further information on EMWIS website

4- In December 2014, nine Member States of the European Union (EU) submitted a proposal for the participation of the EU in a joint research and innovation programme focused on the development and application of innovative solutions for food systems and water resources in the Mediterranean basin. This would be carried out through an Article 185 TFEU initiative under Horizon 2020. According to the proposal, the general objective of PRIMA is to reinforce cooperation in Research and Innovation in Mediterranean countries in order to contribute to the challenges of sustainable food production and water resources management in the Mediterranean region. The following seven non-EU countries are taking part in PRIMA: Algeria, Egypt, Jordan, Lebanon, Morocco, Tunisia and Turkey.The European Commission services are now performing an Impact Assessment of the PRIMA initiative. The purpose of this process is to analyse the need and opportunity for a dedicated action of the European Union in this domain and the potential economic, social and environmental impacts of the alternative policy options. In the context of the Impact Assessment process, different stakeholders and interested parties are consulted on the scope, objectives, expected impacts and alternative policy options in support of the PRIMA initiative. This consultation will run until 24 April 2016. 5- A participatory and multi-stakeholder approach on environmental cooperation is at the core of the UfM-labelled project “BlueGreen Med-CS; Networking Civil Society in the Mediterranean region through environment and water issues”, launched on 23 February in Brussels by a consortium comprised of the Mediterranean Information Office for Environment, Culture and Sustainable Development (MIO-ECSDE), the Arab Network for Environment and Development (RAED), the WWF Mediterranean Programme Office (WWF MedPO), the IUCN Centre for Mediterranean Cooperation (IUCN-Med), the Mediterranean Water Institute (IME) and the Mediterranean Wetlands Initiative (Med Wet) with the support of the UfM Secretariat. 6- The Secretary-General of the United Nations and the President of the World Bank jointly announce, on January 2016, their intention to form a new panel to mobilize urgent action towards the sustainable development goal for water and sanitation  and related targets. The announcement comes as countries experience water stress and water-related disasters that will grow worse due to climate change without better policy decisions. The panel, to be co-chaired by the Presidents of Mauritius and Mexico, will comprise a group of heads of State/Government from developed and developing countries, convened by the United Nations Secretary-General and the President of the World Bank Group to: Motivate Action – Focus public policy dialogue, private sector models and practices and civil society initiatives towards the Water SDG; and advocate on financing and implementation – Promote efforts to mobilize financial resources and scale-up investment for the Water SDG, including through innovative financing and implementation strategies. 7- The European Commission has adopted on 17 December 2016, the 2014-2020 cross-border cooperation (CBC) “Mediterranean Sea Basin” Programme with €209 million of EU funding under the European Neighbourhood Instrument (ENI).The Programme aims to foster fair, equitable and sustainable economic, social and territorial development in regions placed along the shores of the Mediterranean Sea.The Programme provides a framework for implementing cooperation projects in four thematics, including Environmental protection, climate change adaptation and mitigation, with a focus efficiency in water, waste and energy management as well as conservation of coastal areas. 8-The European Water Innovation prize was given to Resolute Marine Limited (RML) for Wave₂O^TM a renewable energy sea water desalination (using only wave power) during the European Innovation Platform conference held on 10th of February in Leeuwarden (NL) and attended by 550 persons. The selection was made by an independent jury that had to choose among 3 pre-market solutions. The 2 others were  Microbia Environment, with a predictive monitoring system for harmful algal blooms, and Smart H2O with business intelligence tools. This year the EIP conference focused on how to transfer innovation from labs or demonstration sites to the water market. Even if a miracle solution was not identified, the debates allowed to discuss the main constraints of the market and the low level of private investment funds financing start-up and innovation in this domain. 9- More than a billion people in developing countries have no access to safe drinking water. Population growth, pollution and over-exploitation have all contributed to water scarcity. An EU-funded project is working on developing a solution: a simple, low-cost, user-friendly water purification system which converts contaminated water into quality drinking water using renewable energy without any chemicals. 10-The first user workshop of the SWOS project (Satellite based Wetland Observation Service) will be held at the premises of Wetland International in Ede (NL) on 15th-16th March. SWOS is a EC Horizon 2020 project that started on the 1st of June 2015 and will run for three years. The objective of SWOS is to develop a monitoring and information service for wetland ecosystems that supports the consideration of wetlands in the implementation of key policy areas as well as the monitoring of the ecological character of wetlands. 
On one hand, this workshop will inform users about the SWOS approach, ongoing activities and preliminary results. But, most importantly, the workshop serves to engage the project team and Users/partners to jointly develop the user requirements to ensure that the SWOS products and portal comply with user needs with the aim to improve wetland monitoring and conservation needs. User communities will include river basin agencies, National authorities in charge of wetlands, NGO, scientific institutes as well as international initiatives such as GEO, RAMSAR convention. 11- In the framework of demEAUmed project, a “Hotel Water Cycle” survey was carried out with the aim of establishing an overview of the current water management situation of tourist establishments in the Mediterranean area. 73 responses from 12 Mediterranean countries were collected. Although limited, the sample was considered as representative of Mediterranean hotels, based on the basic characteristics of responding hotels, in terms of category, size and presence or absence of pools. Conclusions of the survey included confirming that the municipal network is the frequent water source in these facilities. For the most, hotels monitor water consumption of the entire establishment, and have at least 1 water saving device installed. All hotels having pools or spa apply some sort of water treatment, conventional approach being the most popular one. In cases when separation of grey and black water is carried out, it is done so for the ease of disposal into municipal sewerage. Only rare hotels treat (part of) waste water on own premises for reuse purposes. The survey revealed that the level of environmental awareness is high among the managers surveyed. This is probably due to the dependence of tourism sector on water resources, which are in some Mediterranean areas rather limited. 12- The 2nd National Horticultural Engineering Symposium (II Simposio Nacional de Ingenieria Horticola) was held on February 10th to 12th 2016 in Almería, Spain. The event of this year was dedicated to the “Automation and ICT in agriculture”. This event was a meeting point for researchers from different universities and Spanish research groups working in this area as well as many industrial companies and professionals related to agriculture engineering. HISPATEC and CSIC presented WEAM4i project at this event where around 200 agronomic engineers and companies who work in agricultural sector were reached. WEAM4i is an FP7 water & innovation project bringing together partners from 5 countries (Spain, Germany, Netherlands, Portugal and France) for demonstrating and promoting innovative techniques and integration approach of water and energy smart grid for irrigation. 13- SAID (Smart water management with integrated Decision Support System -DSS) project is now entering its final phase. Four DSS supported by a real-time low energy monitoring network covering all the Guadalhorce river basin are now operational for the management of the complex dams system located at the upper part of the basin. The DSS help the dam managers by providing forecast and simulation in cases of flood crisis management and daily operational management for optimizing energy production and  the water quality to be released for irrigation, drinking water supply or ecological flows. Partners met for a coordination and technical meeting at the University of Malaga, Spain, on February 23rd, 2016. The technical approach for the integration of several heterogeneous and innovative DSS as well as typical use cases were approved. Partners also discussed their first ideas about the exploitation strategy and agreed to organise a workshop with final users involved in the SAID project advisory board before summer. SAID is an FP7 water & innovation project bringing together partners from 4 countries (France, Germany, Portugal and Spain). It started on January 1st, 2014 for a duration of 36 months. 14- The Palestinian Minister of Water, Mazen Ghunaim, and the Secretary General of the Union for the Mediterranean, Fathallah Sijilmassi, met on 10 february 2016  in Barcelona to discuss the next steps concerning the Desalination Facility for the Gaza Strip project. They both participated in a coordination meeting with the European Commission and the International Financial Institutions involved in the development of the project, namely the European Investment Bank, the Islamic Development Bank and the World Bank, to finalise a unified financial mechanism. The meeting prepared the ground for the upcoming High-level Donor Conference with the overall goal of securing the funding to start the construction of the desalination facility. 15- In the framework of its National Programme for the improvement of water quality in Southern Tunisia, SONEDE, the National drinking water supply operator has mandated GKW Consult to study the feasibility of desalination plants for the treatment of brackish/salty groundwater using renewable sources (wind, solar). The objective is to provide sufficient quantities of drinking water with a salt content lower than 1.5 g/l until 2035.  The study has shown that wind power, from an economic point of view, could be a very promising option. In order to cover a part of the energy consumption required for the operation of the desalination plant in Ben Guerdene (capacity 9,000 m³/d), it was proposed to construct a wind power plant with a capacity of 1.6 MW. 16- Water ​specialists ​from Israel, Jordan, and the ​Palestinian ​territories met in February in the gorgeously ​gilded ​surroundings of ​London’s Lancaster House ​to discuss the possibilities of regional water co-​operation. The all-day seminar, held by the Anglo-​Israel Association in ​co-operation with Israel’​s Arava Institute for Environmental Studies, also  attracted industrial and ​academic ​specialists ​from Britain, each eager to learn from each other and trade knowledge and information.The seminar was designated as the Ambassadors’ Round Table and was attended by UK ​Foreign Office officials as well as experts in sustainability of the environment. ​Further information on EMWIS website

17- The water agency Rhône Mediterranean Corsica has published its annual report on the status of water. The report confirmed that water quality has improved significantly in 25 years but further progress needs to be made to achieve the target set for 2021: find good environmental status for 2/3 of rivers and 99% of groundwater.  Further information on EMWIS website

18- The monthly French groundwater status report is showing a lower level than normal for the largest part of French aquifers (55%) on 1 January 2016.  This situation reflects a deficit on winter groundwater recharge, which is quite exceptional for this time of year. There are differences between regions, the South, West and Northeast of France have lower than normal levels in conjunction with a marked lack of rainfall. On the other hand, several areas still have normal levels such as the Rhone valley and much of the Paris Basin. Further information on EMWIS website

19- The Jordanian government Cabinet reviewed last month a new national water strategy that will cost the Kingdom JD5.3 billion over the next 10 years. The 2016-2025 water strategy will entail implementing several projects to secure additional water resources, as Jordan is the world’s second water-poorest country, added Mr. Momani, Minister of state for media affairs and communications. 20- The Director General of the Algerian Waters (ADE - National water utility), Merrah Zidane declared recently that it was necessary to readjust the current water tariffs to preserve this resource which mobilization is expensive for the state. According to him, only 42% of drinking water currently produced is invoiced, the rest is lost in networks and stolen through illegal connections. Further information on EMWIS website

21- King Mohammed VI (Morocco) inaugurated on 1st February 2016, two projects for more than 550 M€ in Jorf Lasfer:  an integrated fertilizer and Seawater desalination plant. This plant developed in the Jorf Lasfar industrial complex, aims to support agricultural development in Africa without any additional use of conventional water. Further information on EMWIS website

22-Climate change is producing profound changes in water supplies: the amount of water available in Spain was reduced by 20% over the past 25 years . Paradoxically, the flood risk will continue to increase in coming years, according to estimates from two reports submitted by the NGO 'Ecologists in Action', in the climate summit in Paris. 24- Executive Director, Gender and Water Alliance (GWA), The Netherlands: The Executive Director (ED) has overall strategic and operational responsibility for GWA staff, programmes, fundraising and execution of its mission and reporting to the Steering Committee. The ED is based in Dieren, the Netherlands at the GWA Secretariat. 25-WASH Vacancies: Project Manager: Plan, develop, monitor and evaluate the assigned WASH project(s). This involves assessing WASH needs, designing projects, writing proposals and initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction, other important aspects of the role include meeting quality standards in WASH delivery, encouraging beneficiary participation, liaising with other stakeholders and managing and training WASH staff. 26- Anne-France Didier is the new director of Plan Bleu (UNEP-MAP) since January 1st, 2016. She replaces Hugues Ravenel. She is General engineer "des ponts, des eaux et des forêts". Since April 2013, she was director of DREAL Paca ("direction régionale de l’environnement, de l'aménagement et du logement de la région Provence-Alpes-Côte d’Azur"). She was also for nine years (2004-2013) director of ENTE ("école nationale des techniciens de l'équipement") in Aix-en-Provence and successively held the position of Director of DIREN (Regional Directorate for Environment) in La Réunion (1998-2002), and in Provence-Alpes-Côte d’Azur (2002-2004). 27- Patricia BLANC, General Engineer of Mines, is the new Director of the Agency of Seine-Normandy Water since 1 January 2016, by order of the Minister of Ecology. Patricia BLANC succeeds Michèle ROUSSEAU. After three years of experience in support to industrial enterprises sector in the prefecture of the Lorraine region, Patricia BLANC joined in September 2000 the Ministry of the Environment where she held several positions including DG of Prevention risk from 2012 to 2015. 28- Review of hydro-economic models to address river basin management problems: structure, applications and research gaps. Bekchanov, M.; Sood, A.; Jeuland, M. 2015. This review is published by the International Water Management Institute. The study systematically reviews the recent hydro-economic modeling (HEM) literature to characterize the relevance of HEM tools for analyzing problems of water resources planning and management. The review considers both basin-wide (simulation and optimization) and economy-wide (input-output and computable general equilibrium) models. Further information on EMWIS website

29-Under the Med Partnership program (2009-2015) and ClimVar project for the integration of climate change and variability in the ICZM process (2012-2015), Plan bleu has elaborated a report in December 2015: Integration of climate variability and change into national ICZM strategies: Contribution to the updating of the integrated management plan for coastal zones of the Kerkennah archipelago. Further information on EMWIS website

30- Based on a survey of 48 cities in OECD countries and emerging economies, OECD has published in February a report about water governance in cities. The report presents an analysis of key factors affecting urban water governance, discusses trends in allocating roles and responsibilities across levels of government, and assesses multilevel governance gaps in urban water management. 31- H2020-SC5-2016: Calls on Specific Priority Areas of the European Commission Horizon 2020 have been published with various deadlines in early 2016: Societal Challenges, under the climate action, environment, resource efficiency and raw materials work programme. Among the main topics: Greening the Economy, Circular Economy, smart and sustainable cities, Sustainable food security, waste recycling, reuse and recovery of raw material, water innovation. 34- Sustainable Water Integrated Management programme (SWIM)– Phase II Demonstration projects - 2016 : The call  was launched by the EC on December 23 with a deadline for submission of abstract until March 1, 2016; The total budget is 12 million euros, with maximum funding 3MEuro representing 80% of project cost. 35- In the framework of the MAGHRENOV project, KIC InnoEnergy (EU) and IRESEN (Morocco) are launching the second edition of a joint call for Innovation projects on Renewable Energy, Energy Efficiency and Biomass, targeting Euro-Moroccan consortia. MAGHRENOV is a FP7 project addressing Mediterranean innovative markets in the field of Renewable Energies, Energy Efficiency (RE&EE) and Biomass. Further information on EMWIS website

36- The Water JPI 2016 Joint Call is open: Joint Call on "Sustainable management of water resources in agriculture, forestry and freshwater aquaculture sectors". The WaterWorks2015 ERA-NET Cofund was launched in January 2016 in support of the Water JPI, as a result of a joint collaborative effort with the FACCE JPI.  WaterWorks2015 aims at tackling water challenges at European and international levels through the development of transnational and transdisciplinary research and innovation actions. 37- Call for paper for the the VII International Scientific Agriculture Symposium "Agrosym 2016", to be held in Jahorina (near Sarajevo), 6-9 October 2016, Bosnia and Herzegovina.
