First phase (1999-2002)

The first phase of EMWIS implementation

This period saw the establishment of a strong basis for the system, with:

•    political support at the highest level

•    the development of a partnership spirit in the countries

•    the installation of an operational and organisational framework, which now operates satisfactorily with 20 National Focal Points (with 14 national web sites launched), a technical unit, a Steering Committee and a Co-ordination Committee

•    a successful policy to raise Mediterranean Partner Countries’ (MPCs) awareness of the need for sharing information and for adapting the system  at national level

•    the training of National Focal Point teams on the advanced techniques of knowledge management.
