Improved Water and Wastewater Services
The IWSP is a European Water Initiative to improve the water sector in Egypt. IWSP will be supported by KfW, EIB, AFD and EC, where KfW is the lead donor.
The main platform of the IWSP is the current EU-WSRP for reforming the water sector, especially with regard to good governance, quality and quantity management of the water supply and sanitation sector.
The IWSP Programme will have the following main two pillars / expected outcomes:
- Investment Component for improving the quantity, quality and efficiency of the water supply and particularly wastewater services in defined programme areas of the four governorates Sharkia, Gharbia, Damietta and Beheira in the Delta region. It will cover relevant construction activities (rehabilitation, expansion, new capital investment) including civil works, electro-mechanical equipment, pipelines, goods and related services.
- Capacity Development Component for improving organisational capacity of the ACs and HCWW to carry out their mandatory tasks in an effective, economic and sustainable manner including corporate and operational business planning, and project management with special emphasis on financial management and control.
- Amount financed by the EC: € 34 million
- Funding beneficiaries: Ministry of Housing, Utilities and Urban Development, represented by the Holding Company for Water and Wastewater (HCWW)

- European Investment Bank (EIB).
- Kreditanstalt für Wiederaufbau (KfW).

Objectives |
IWSP will provide support through both investment in
infrastructure that will improve the performance of the Affiliate
Companies (ACs), and through the provision of Technical Assistance (TA)
that will improve the operational efficiency of ACs.
Programme partners (EC, KfW, AFD and EIB) (EDP) will contribute to
the sector dialogue at national level by participating as observers at
the sessions of the National High Level Committee for Utilities. Specifically, the IWSP aims to:

Results | The expected results of the Investment Component are: Increase in the percentage of coverage in the programme area to reach 99% in the drinking water supply, and to reach 40% in wastewater and sanitation services; Water supply and wastewater infrastructure is improved so that quality of the services provided is more effectively, economically and in a sustainable manner. The expected results of the Capacity Development Component are: Improved organisational capacity of the Affiliated Companies (ACs) and HCWW to carry out their mandated tasks in an effective, economic and sustainable manner. More efficient budget and financial management in the water supply and sanitation sector. Improved governance framework for water supply and sanitation. Achievements of the results will be measured by the successful implementation of an efficient budget execution; by making operation an effective financial management system and through an efficient governance structure. | ||
