CRUE Flooding ERA-NET: Integrate, Consolidate and Disseminate European Flood
Risk Management Research
The CRUE network has been set up to consolidate existing European flood
research programmes, promote best practice and identify gaps and
opportunities for collaboration on future programme content.
Its 13 partners come from most European countries that have been
particularly badly affected by flooding. By supporting best practice and the
spread of knowledge, they expect to improve flood management in their own
countries and the rest of Europe.
Coordination within the CRUE ERA-NET will strengthen the European Research
Area making it a more integrated structure. CRUE’s network of funding
organisations at national and international levels will prevent duplication
of projects and help collaboration on planning. It will disseminate the
results of nationally funded programmes and national calls for new
proposals. Systematic exchange of information about good practice and past
research results, and the promotion of relevant new research, will
ultimately give greater security to all citizens who live in areas of flood
risk.
The CRUE network is an important tool for making European and national
flood risk management policy. Policy-makers set the context and priorities
for research, while network results will inform policy choices. Decisions
are made about the sustainable development of river catchments and coastal
defences. In the future, we should be able to manage Europe’s many
transnational river basins, such as the Rhine, the Scheldt and Tiska better
as a result of the work of CRUE.

Objectives | CRUE ERA-NET aims to introduce structure within the area of European Flood
Research by improving co-ordination between national programmes. The vision
for the CRUE ERA-NET action on flooding is to develop strategic integration
of research at the national funding and policy development levels within
Europe to provide knowledge and understanding for the sustainable management
of flood risks. The CRUE ERA-NET will introduce structure within this area of European research through an inter-comparison of the process of research programme formulation, implementation and management. This will lead to the consolidation and promotion of best practice and the identification of gaps and opportunities for international collaboration on future programme content. CRUE will also address the pressing need to improve the dissemination of existing research results to derive public benefit from past investment in the generation of knowledge and understanding. An early action in CRUE will be to encourage participation in the Network from other Member States which commission research on flood risk management. The Partners will launch two joint calls for research (one early in the project) as a practical demonstration of collaboration. The topic area for this structuring activity lies within the Global Change and Ecosystems priority area of FP6 and covers one facet of achieving Sustainable Development. Structuring the European research on this topic will facilitate technologies and strategies for sustainable flood mitigation and defence, recognising the complex interaction between natural bio-physical systems and socio-economic systems, to support spatial and policy planning in the context of global change and societal advance. * A shared understanding of flood risk management research in the participating states (WP1 & WP2) * A network of interactions between partners (WP1) * Trans-national and regional research (WP6 & WP7) * Improved coherence and coordination across Europe of research programmes (WP3 & WP4) * National programmes taking on tasks collectively that they might not have been able to tackle independently (WP5 & WP7) * The start of harmonising FRM research across Member Countries (WP5 & WP7) * Expansion of the network (WP8) |
