1. 1. Establishment of background and context.

EU strategies, policies, SEEAW, ECRINS, Júcar RBD features.

This activity was developed within the first months of the pilot action, and the results are included in the inception report. A specific report on the Júcar RBD was developed, which included climatic, administrative aspects, droughts history and management tools as well as desertification aspects in the basin.

1. 2. Collection of data and contacts with administrations and other partners.

Data delivery feasibility, improvement of datasets.

-        Contact was made with Ministry of Agriculture, Food and Environment (MAGRAMA) liaison with National Statistics Institute (INE).

-        Several meetings were held with CHJ collaborators to collect and assess the relevant data to produce water balances (kick-off and working team meetings).

-        There was a consultation of data and contact was established with the National Meteorological Agency (AEMET), National Water System (SIA), ECRINS (EEA ftp), EIONET, INE… (A cross-check was done on available data on water bodies and hydrological network).

1. 3. Application of method by ECRINS and SEEA-W.

Disaggregation, detailed water resources balance, identification of measures.

This activity was done based on EEA provided data, the UN Guidance “SEEA-Water System of Environmental-Economic Accounting for Water, 2012”.

A report reviewing FECs lying in the Júcar RBD was developed as well as a throughout analysis on the Júcar precipitation series used by different entities (showing uncertainties and differences).

1. 4. Assessment and recommendations.

Estimate optimizations and water saving potentials, propose feasible targets.

-        Based on the worked developed with CHJ and EMWIS and on stakeholders inputs coming from the international technical workshop, a section on recommendations and targets was included in the final report of the project.
